FINANCE DEPARTMENT

The City Finance Department provides financial support to the entire organization, in accordance with GAAP, GASB regulations, the state laws and administrative policies established by the City Commission. The finance officer is responsible for recording minutes of City Commission meetings and keeps custody of official documents of the City Commission.

The primary responsibilities of the Finance Department include:

  • Assist with budget development
  • Administering and investing all the funds of the city, including utility funds
  • Grant and intergovernmental revenue administration
  • Implementation of financial controls
  • Receivables
  • Processing vendor payments
  • Utility payments
  • Preparing and maintaining the required accounting records
  • Banking relations
  • Risk management and loss control
  • Preparing monthly, quarterly and annual reports
  • Debt service analysis and bond payments
  • Administration of special assessments
  • Payroll
  • Administration of municipal elections
  • Business and contractor licensing

The Public Works Department is tasked with overseeing seven distinct divisions. These divisions include:

Personnel
The Canton Public Works Department employs 8 year round full time employees specific to the Divisions listed in this section. Additionally, 1 part time employee works at the City’s Rubble Site and 5 seasonal full time employees work during the summer months.

LIBRARY

The Canton Public Library celebrated 100 years of service in October 2013! Centrally located one block north of the Lincoln County Courthouse, the library provides a large selection of books, e-books, magazines, audio and movies for people of all ages.

PARKS & RECREATION

The City of Canton wishes to enhance the quality of life of our community by providing diverse recreational facilities, programs and services and preserving and developing our natural resources. Residents have several options for recreational endeavors. Hikers and nature-lovers can discover peaceful hiking on the scenic trails, while kayaks and canoes can enjoy the Big Sioux River. Several of our parks are equipped with picnic tables and shelters for those wishing to enjoy an afternoon picnic.

GATE OPENING  – $200 per hour plus load fees.
Only available on Tuesday’s from 10:00AM to 5:00PM during Summer Hours

RESOURCE RECOVERY – $20 per item
Items taken from the Rubble Site cannot be stored outside of buildings in City limits

SCAVENGING, defined as uncontrolled and unauthorized removal of waste materials from the Rubble Site, is prohibited

CONTRACTORS bringing in 5 or more semi-loads (or the equivalent of) must push debris over the end of the bank

ANYONE DISPOSING OF PROHIBITED MATERIALS  at the Rubble Site are in violation of the regulations as set forth by the City of Canton and the South Dakota DANR. The City shall impose a fine of $500.00 for anyone found guilty of such violation. The City of Canton may charge patrons of the Rubble Site any and all costs associated with the patron’s failure to follow the facilities rules and procedures.

All items are subject to change without notice due to State DANR and United States EPA laws and regulations.

Please separate into designated dumping area – ALL LOADS MUST BE SECURED (TARPED OR TIED)

GRASS & LEAVES: Items must be removed from plastic bags or other containers and bags may not be left at the Rubble Site. Garden waste and small weeds may be disposed of in this area. No branches, paper or other debris may be mixed in this area.

SHINGLES: Shingles (available only to shingles removed in City limits) , fiberglass, tarpaper, foam insulations and PVC

TIN: Roofing tin, rainspouts, metal cabinets, steel chair frames, rods, etc. Any wood must be removed.

WIRE FENCING: Wire fencing only, no wood allowed

WHITE GOODS: Water heater, water softener, washer, dryer, stove, dishwasher, humidifier

FREON APPLIANCES: Refrigerators, air conditioners, freezers, dehumidifiers, and any other appliances that were manufactured with freon

RECYCLED WOOD: Trees, large branches & bushes – wood without and wire, metal, or non-wood debris

CONCRETE & DIRT: Concrete, dirt, rock, gravel, and brick

ASPHALT: Asphalt

CONSTRUCTION DEBRIS: Plaster, sheetrock, & lumber
